The Veracruz Economic Atlas 2025 is a comprehensive territorial, statistical, and conceptual analysis aimed at understanding the structure and dynamics of the Veracruz economy in the contemporary context. Across its three volumes—Manufacturing, Services, and Commerce—this work offers a detailed overview of the state's productive apparatus and the factors that determine its competitiveness, its capacity for innovation, and its potential to attract productive investment.   The results demonstrate that the Veracruz economy rests on a robust manufacturing base, an expanding services sector, and a diverse commercial network, which together form a complex and territorially interdependent economic system. This structure, however, exhibits significant spatial imbalances: economic activity is concentrated in seven main metropolitan areas—Veracruz–Boca del Río, Córdoba, Orizaba, Xalapa, Coatzacoalcos, Minatitlán, and Poza Rica—while large inland regions maintain smaller-scale, less diversified production structures. This explains the repeated proposal to create new urban-rural territorial planning units, known as Metropolitan Regions (MRs).   This configuration reinforces the need to promote balanced regional development, based on the integration of industrial corridors, specialized service hubs, and local commercial networks that allow the different territories to be incorporated into a coherent and sustainable state economic system.
